Start with the system context

Define the intended use, operating environment, data and users. Without a common description, separate assessments can evaluate different assumptions and produce inconsistent conclusions.

Understand organizational risk

A risk assessment considers uncertainties and possible consequences, existing safeguards, likelihood, impact, treatment priorities and residual risk. It supports documented decisions about what the organization will accept or change.

Examine effects on stakeholders

A system impact assessment considers who may be affected, how those effects could arise and what safeguards could reduce adverse consequences. Include customers, employees and groups who may not directly use the system.

Connect the resulting decisions

Link identified impacts to the risk register, treatment plan and release conditions. Assign owners, define review triggers and revisit assessments when the system or its context changes.

Put it into practice.
